Preliminary Engineering Report Presentation

The next meeting of the Lake DeTurk Conservancy District will be, Tuesday, October 2, 2012, at 7:00pm in the fellowship hall (basement) of the First Christian Church at 89 South Main Street.

At this meeting Brian McKenna from Burke Engineering will present the findings of the preliminary Lake Deturk Dam engineering report that the District will file with IDNR. This report is part of the District Plan that IDNR mandates each conservancy district provide in the first year of their existence.

It is important for all to know that Burke’s analysis has indicated there are several homes downstream from our dam that would be significantly impacted if our dam were to breach during extreme conditions. Their recommendation to IDNR is that our dam classification be changed from a low hazard to high hazard. If IDNR accepts their findings as accurate, and the classification is changed, it would require an upgrade to our spillway system.

I would ask all in attendance on Tuesday night to keep the questioning centered on the engineering report. We do not wish to pay Brian to be present at the meeting while the Board and our attorney answer questions about other issues that Brian cannot answer.

Last Wednesday night the Morgan County Council approved our budget with the total levy being $105,000 for 2013. This amount sets the LDCD assessment rate at 0.2415%. This is tentative as we await final approval from the Department of Local Government Finance. If the budget remains the same, the numbers below can be used by you to ballpark how much you will be paying in assessment next year. Keep in mind that these numbers are the total for the year, not for each of the two assessments that will occur in May and November.

Budget Approved; Insects killing trees

The Morgan County Council approved our LDCD budget at their September 12, 2012, meeting. A large chunk of the budget is paying Morgan County back for the zero interest loan that LDCD is using to get us to next June when we will receive the first tax assessment income. The budget also includes monies for lake treatment, mowing, mailings, public notification, legal, rainy day fund, etc.

We added tree removal to the budget since we have a couple of trees that are a problem. Looking to the future with the Emerald Ash Borer spreading through the State and the Asian Long-Horned Beetle in Cincinnati and primed to enter Indiana, tree removal will become a growing issue for the Board and  home owners. New Signs Installed

Just a reminder, the next meeting of the Lake DeTurk Conservancy District will be, Tuesday, September 4, 2012, at 7:00pm in the fellowship hall (basement) of the First Christian Church at 89 South Main Street. At this meeting we hope to have the revised copy of our District Plan back from Burke for another, and hopefully final review. Our extended deadline to have it back to IDNR is September 20.

I am sure those that live around the lake have noticed that the new signs are up. Thanks to board member John McGauley for taking the lead and getting these signs installed. We have an extra sign in reserve and the text portion of the signs can be replaced fairly cheaply if they are vandalized. I had a report yesterday that the Martinsville Police Department had asked someone at the beach to leave. The fact that the signs list our lake rules and usage rights give the officers what they need to do their job. Thanks John for initiating this process and seeing it through.
